States that offer (or plan to offer) incentive 'uplifts' for filming outside production hubs

Hi Everyone — Some states offer incentive 'uplifts" to encourage production outside major centers (e.g., California's program offers an additional 5% for production outside the L.A. 30-mile zone). Does anyone have a list of U.S. states that offer such uplifts? I'm also looking for information about states that appear to be working to add an uplift?
