Has anyone had experience using a third party payroll like EP or Wrapbook for production in France? The crew being local French Residents, and the production company is based in the U.S.A.

It would be in your best interest to contact EP UK to see if they can handle French payroll for French residents working on the ground in France. If they can't then the French production service provider will need to handle it. We know EP US can certainly handle the payroll for U.S. residents working on the ground in France.
Remember that to be eligible for the French rebate, expenditures must be incurred in France by a French production services company (PSC) who has applied for a provisional qualification at the CNC and submitted the TRIP application for the project on behalf of the U.S. production company that engaged it. The application needs to include at the minimum a signed preliminary production service agreement (PSA) between your U.S. production company and the French PSC.
Qualifying expenditures (for the rebate) start at the date of reception of the provisional application by the CNC.
