Illinois Update - Illinois (just announced on Friday ) effective July 1st, as directed in HB 5005, national talk shows, game and contest shows (previously excluded) will be able to apply for the Film Tax Credit program.  Illinois has no annual funding cap and offers a 30 – 45% transferable tax credit (that includes non-residents, including ATL – limited to $500K per person).  The number of nonresident actors’ wages that may qualify as Illinois labor is limited to no more than two for productions with Illinois spending of $25 million or less and four nonresident actors for productions with Illinois spending of more than $25 million.   Note, this is direct competition to California - which does not allow talk shows, game and contest shows to qualify for the CA incentive (and CA is the only major U.S. production hub that does not allow ATL to qualify.  Also, Germany about to launch a new incentive (30%, allowing TV to now qualify, and also qualifying non-resident ATL & BTL – with no annual funding cap – to directly compete with the UK, Canada, Australia and Georgia).
