"Hollywood East" - Can Nevada's Parallel incentives bills pass without working together?

I'd rather keep production in LA, but Nevada would be a close second.

With plans to increase the state incentives from $10M to $163M annually between two bills currently being proposed, can the Sony/Hughes Corp Summerlin Studios backed bill and the Manhattan Beach Studios/Birtcher Development/UNLV Nevada studios backed bill BOTH pass— or will the cancel each other out?
